Who Will Think of the Children? 誰が子供達のことを考えてくれるのか?

This morning, the Tokyo Assembly passed the Healthy Youth Development Ordinance, a set of laws that requires the regulation of drawn materials that show explicit or “unhealthful” (quotes are mine) behaviors. This ordinance includes sex scenes with minors, incest and, while it is not specifically stated, I believe that materials with homosexual content will be targeted as well. Unsurprisingly, the Japanese mangaka are up in arms about it and a few of us in the industry also are not too pleased.

With the caveat that I am not a lawyer or politician, I know nothing about Japanese law and I’m basically making this up as a I go along, here are some thoughts I, speaking as as President of Yuricon and ALC Publishing – and as a writer – have on the topic.  These thoughts are unordered and unfocused, as I struggle to understand the motivations behind this law, the repercussions of it passing and what, if anything, we can do about it.

I don’t think this ordinance is the end of the world, but I do think it will hasten the end of the printed manga industry. Readers all over the world have been waiting for the push that will provide them with online versions of their favorite comics. I believe that this law will be that push. It will force publishing companies to move more explicit work underground – the online world is eminently suited for that. Less questionable materials will follow, because printing on paper costs more than not printing on paper and distribution costs less for digital material.

There is a provision for the industry to self-regulate and, like most obscenity laws, this one may be hard to enforce, except for when someone is running for office and picks some scapegoat to make an example of. (As happened with Christopher Handley, who was sacrificed to a campaign strategy.)

I worry a bit about group shows like Comiket. Like Tokyo Anime Fair, it is held in Tokyo, where the ordinance has been passed. If you were a creator of materials that are regulatable, would you bring them to a public show right now? Consider that the law goes into effect on July 1, but in the half million people at Winter Comiket, there may be people who will be tasked with rounding up the creators next summer. Sure, it could go underground, become “a hydra,” but what does that do for an already tenuous industry? It pushes extreme fetishists under the table to continue doing what they are doing, and leaves all the other creators sort of out there to be harassed. Probable? No. Possible? Yes.

What bothers me most about this is that it is exactly the kind of stunt that people who have stashes of child porn pull instead of actually trying to do anything to make actual children safer. Real child porn is not covered under this act – only drawn stuff. And, based on bill sponsor and Governor of Tokyo Ishihara Shintarou’s recent statements about LGBT people being genetically deficient and pathetic,  I can see that an easy target can be made of LGBT-themed content.  Ishihara has recently made some very controversial comments about women, the LGBT community, foreign influence and “protecting” children. Stepping back from the issue of manga at all, it seems apparent to me that he has begun to wage a war against gays, women and children. This cannot be a good trend.

Ultimately, I believe children need to be protected from *actual* neglect, abuse and violence….not ideas. What this law does do is require me to speak up in support for materials that I personally find offensive, because I believe in freedom of expression. (I wonder how many of the lolicon out there would do the same for me, because I bet not a whole lot would, if LGBT content, especially Boy’s Love – for which the audience is mostly women – were to be targeted. I’d like to be wrong about that.)

Now, if you’re reading about this law, frothing at the mouth, I’d like you to think – when was the last time you wrote your own governing representatives and asked them to support freedoms for everyone? (For instance US folks, the US Senate was discussing repeal of Don’t Ask Don’t Tell – did you call your Senator and let them know that you support repeal?)  Because right now there are a lot of people running your own governments that are pulling stuff like this every day, and if you’re not policing your own back yard, you don’t have the right to comment on your neighbor’s. Freedom of expression and civil rights are issues we all must fight for, not just in regards to manga from Japan.

I am not a proponent of  outrage. It accomplishes nothing. What we need to do is figure out how to protect our (and our children’s) rights to thinking and expressing our/themselves freely. Then do it.

I don’t know what we can do to support the Japanese manga industry other than to buy books. Money goes a long way to helping fix things and it shows your support in a concrete way. If the Japanese manga industry publishes a statement detailing any way we can support them other than that, I will be sure to pass it along.

Here in the US, the Comic Book Legal Defense Fund was created to support, protect and fight for the rights of comics creators and vendors. If you haven’t yet joined them, now is a good time. And the ACLU – who does indeed fight for the rights of people you may not agree with or care about, to say things that may upset you, was created exactly for that very reason – to defend freedom of expression.

I’m not a really good political leader, I rarely have good rallying cries. But I remember my own childhood – the kinds of things I read, drew and wrote and I can only think that I’m terribly glad my parents did not “protect” me from anything. Censorship does not solve any real problems, it just masks them.

Comments are open, but please avoid teeth-gnashing, froth-spewing tirades against “Them.” I’d love to see creative thoughts on expressions of support for the Japanese manga and anime industry.

Update: For much more coherent thoughts on the topic, please read Dan Kanemitsu’s blog post.

2nd Update: Brian Ruh on Twitter has pointed out that this Ordinance focuses on companies and their access to distribution, not creators, so at least for the moment, Comiket and other markets are not targeted. Creators of doujinshi already are required to label anything explicit with 18+ warnings, so there is unlikely to be an immediate backlash there. He does note – and I agree – that this law may disproportionately affect shoujo and josei (and I would also add BL) manga.

3rd Update: Thanks very much to Komatsu-san for the translation into Japanese!

4th Update: The Bill has passed the full assembly. Please read the following commentary for a better understanding of why I believe this Bill will be used to wage war on shoujo, BL and GL materials:

Top Ten Yuri Anime of 2010

December 12th, 2010

Making this list this year was hard. Really hard. Not a lot of good Yuri anime was released this year, heck, not a lot of good anime was released this year. As a result, I am drawing on Fandom interests for a number of these…so don’t be surprised to see stuff on here where the Yuri primarily exists in Fans’ heads.

I’m combining Japanese and English titles once again, because this is me flailing to put together ten titles at all.

Honorable Mention)  K-ON! (Japanese) – I almost wish this series actually had some Yuri in the anime other than fan obsession, because it was, honestly, one of the two best anime I watched all year and I cannot wait to get it in 2011. So, let it be known that if this had genuinely had Yuri, this would be my #2 choice for the year.

10) So Ra No Wo To/Strike Witches 2nd Season (Japanese/English) – Again, most of the Yuri in these series is in fans’ heads, with a teeny weeny little bit of “hint” here and there through the animes. Neither of these held any appeal to me, but the folks that liked them liked the *lots.* Fans are still popping out work based on these two series which combine military and moe fetishes for a successful campaign to gain fans’ discretionary income.

9) Shattered Angels (English) – Kaishaku’s a lame-ass, but Kaon and Himiko get the ending Chikane and Himeko don’t. QED. I still wish we had the extras, though.

8) Rin: Daughters of Mnemosyne (English) – I loved this series, despite (or perhaps because of) the ridiculously intense levels of violence and ill-conceived plot. I just loved everything about it. From the BDSM motif, to the forays into the metaphysical and religious imagery and being able to watch Rin com back from death over and over again, I just loved it.

7) Hidamari Sketch 365 (English)  – I still would have been happier if Hiro and Sae were presented as an actual couple, so poor Hiro didn’t have to suffer in silence at Sae’s cluelessness, but oh well. In every other way, this is another cute, moe series.

6) Ikkitousen Dragon Destiny/Shin Koihime Musou Otome Tairan (English) – Both these series do something idiotic – they turn the great heroes of the Chinese epic Romance of the Three Kingdoms into buxom women, then basically wallow in service with occasional nods to the original. In a lot of ways, I prefer Ikkitousen to Otome Tairan. Although Otome Tairan had more actual straightforward Yuri, Ikkitousen has more actual straightforward people beating the crap out of one another, which I prefer. But they both had some Yuri and both had busty Kanu Unchous, and so for that reason I’ve lumped them together.

5) Maria Watches Over Us, Season 4 (English) – Again, low on Yuri, except in Fan’s heads, but because I love Yumi and Yumi loves Touko, I love Touko. And I love Touko and Yumi as soeur. So, #5.

4) Magical Girl Lyrical Nanoha Movie the 1st (Japanese and English) –  I haven’t even seen it yet, but Fate x Nanoha = win. Even if that ‘x’ stands for “colorful fights where they beat the crap out of each other.”

3) CANAAN (English) – Maria and Canaan love each other, but they aren’t going to live happily ever after in an action story like this. Nonetheless, totally worth any Yuri fan’s time, unless all you like is romance.

2) Blue Drop (English) –  Oh, look, a series with actual Yuri on this list! Sentai Filmworks put this out in a season set just so we could get a single freaking kiss on this list, I swear. ^_^; This series of lesbian aliens and Japanese schoolgirls scratches a whole lotta itches, from CGI spaceship fetishes to us fanfic writers. It’s a great story in what was probably the last good series Yoshitomo Akihito will ever do.

How well do you know me? Do you know what I’m going to name the best Yuri Anime of 2010? Can you guess?

If you’ve talked to me any time in the last 40+ weeks, you’ll know the answer.

My vote for the best anime overall this year is….

1) Heartcatch PreCure (Japanese) –  Yes, the Yuri is mostly in fans’ heads. I am one of those fans and in my head Tsubomi still has a crush on Itsuki and Tsukikage Yuri is seeing Erika’s sister Momoko during the day and had a torrid affair with Dark Cure as Cure Moonlight. And there is nothing you can say to make me think otherwise. :-) Aside from that, this delightful magical girl series has girls that punch and kick the bad guys and are not any less feminine for doing so. Yuri (the character) is cool and competent, the team has no one leader – they all have their strengths and weaknesses – and in general, this has been an amazingly fun series, with great characters, sticky music and all the things I look for in a magical girl series.

So there we are – once again, no matter how much the boys’ series load up on Yuri, it’s the series for girls’ that capture my heart. ^_^

Yuri Anime

I already pointed to this yesterday, but for those of you who missed it, RightStuf is doing a deep discount on all 4 seasons pack of Maria Watches Over Us for $84.99 That’s about $100 off the retail price.

Crunchyroll has added the surprisingly not-cute Kiddy Girl-and. I was unable to make it past the first episode and stopped reading the manga, even though I was getting the magazine for something else, for what that’s worth to you. If you liked Kiddy Grade but felt that the leads needed to accidentally lose their underwear more often, then you’ll love this series.

Sentai Filmworks has announced that they have licensed Shin Koi Hime Musou and Shin Koi Hime Musou Otome Tairan, expect both in Spring 2011.

I can’t remember if I mentioned this, but Sentai also released the extremely odd series, Uta-Kata, which appeared to be one thing, was actually something else and suddenly developed a Yuri couple one episode (aside from the leads, which fans slashed instantly.) There were definitely some good qualities about the series, and a whole lotta holes in the story that were never filled.

Yuri Manga

Coming in 2011 from Ichijinsha, is a book with the subtle title Dream Yuri Ane.

Also appearing on shelves in early 2011 is the second volume of Ohana Horohoro and Octave, Volume 6.

Oh, and I have no idea how much Yuri this will have, but Oshima Towa (High School Girls) has got a new volume out called Bustician. This series (I am not making this up, I swear) follows the wacky hijinks of two women who work in an aesthetic spa, helping women to increase their bust sizes. (Sean, I’ll leave that one to you. Let me know how it is.)

Dribs and Drabs, Odd and Ends

December 10th, 2010

Today I’m out of the office doing some shopping for my niece and nephew who are, not surprisingly, extremely cool people. True story: Sometime last year I was buying a birthday card for my nephew and decided all the cards in the store made me feel stabby. I sent him a check and a card…and a letter. In the letter I proposed a deal. I could send him some crappy card that insulted his intelligence and a check for birthday/holidays and that would be that. OR he could give me carte blanche to get him whatever *I* feel like getting him – and I promised that it would be strange, potentially hazardous and probably distressing. To my great relief he took the offer of distressing. Later that year, my niece also asked to be in on the deal. And so, for the first time in my entire life shopping for a relative is fun for me too!

In any case, while I am wandering the cold city streets today, I thought I’d give you some random items that have either crossed my desk or originated from it.

Let’s start with – shopping! It’s only fitting. Right Stuf is having a holiday sale until December 13th and the newest special on tap is an unbelievable bargain – all 4 seasons of Maria Watches Over Us for $84.99.  That’s like $100 off the retail value. So if you’ve been waiting or have thought that there’s someone you’d love to get this for, go for it. Remember, Jesus’s Birthday was an important day for Mary too – celebrate it by buying an anime in which she appears as a statue and a vague concept!

Next up, on Hooded Utilitarian this past weekend, I waxed poetic about Hana no Asuka-gumi: Fighting, Fashion and Literature. The comments go into a totally other direction that is both fascinating and totally “wtf?” at the same time. As happens so often at HU. I’m just glad I got to talk about Hibari-sama and the Zenchuu Ura on a blog with TCJ.com in the URL. :-D

Lastly, I want to talk about the O-Shaka-sama mo Miteru series of books by Konno Oyuki.  Unlike the Maria-sama ga Miteru series, OSsmM begins on the first day of school, as Yuuki stands at the gate, trying to decide which path to take into school. If you recall, at Hanadera, one path is reserved for the “Heishi” clubs, the sports and physical clubs and the other for the “Genji,” the culture clubs. Yuuki, who is not planning on joining any club also does not want to make a statement about which side he favors. At which point Kashiwagi comes up and signs his name in Yuuki’s student ID notebook, changing Yuuki’s life forever. Yuuki has become Kashiwagi’s eboshigo, his protege, his particular kouhai. Which means Yuuki is now involved with the Student Council.

In the course of the first book, Yuuki meets and befriends his posse – Kobayashi, his best friend just sort of goes where Yuuki goes. Yuuki saves Arisu from being teased just slightly too much and becomes Arisu’s hero. Takada and Yuuki will eventually bond over sports, but it’s actually Arisu and Takada who become close. (Very close. Slashably close – and Takada knows it. He even wonders a bit about it himself.)

Already on the Student Council are Nikkou- and Gakkou-sempai and a non-entity called Rampo-sempai (a pun on his family name of Edogawa) and our asshole, erm antagonist, Andre-sempai (so named because of his hair, which makes him look like Rose of Versaille‘s Andre.) And here is where the book’s one real flaw appears.

In MsgM, *all* the characters are likable. Okay, fans got their knickers all bunched up about Sachiko or Yoshino or Touko or whoever, but if you think about it a bit, you’ll see that really, all the characters are likable. Especially since they all come to like Yumi, and we like Yumi. It’s easy to be friends with people who like our friends, so unless you’re a petty, jealous friend, you learn to like your friend’s friends too.

Andre is not likable. He’s an asshole. Remember when we learn that Yuuki had to learn the Island dance for “a sempai?” We all just assumed that was Kashiwagi, hazing the new kid. Actually, it was Andre and he put a massive condition on it and was an asshole about Yuuki sucking it up and doing it. He’s being an asshole in the fourth book again, and the worst part is that Yuuki, Kobayashi, Takada and Arisu are really, really likable and I want to read about them – not about the one unlikable guy in the series.

In the second and third books, we spend a lot of time in Arisu and Takada’s heads. Arisu is, particularly, handled with delicacy that I found appealing. He’s got a massive issue with swimming, because he hates boy’s swimsuits. He feels topless – more so now since a kid in middle school teased him about “seeing his titties.” Takada finds himself enraged at this nameless kid. Takada also goes through a crisis precipitated by, of all things, Yuuki. Apparently Yuuki is good at baseball. REALLY good – like could go all the way good. But he over pitched and screwed up his shoulder and can’t play anymore. When the basketball team tries to recruit Takada and the baseball team asks Yuuki to fill in so they don’t have to default, Takada goes through a crisis of identity.

Arisu gets to sneak into Lillian in one of the novels. Dressed casually, during summer club meetings, with girls walking around the campus, he just sort of blends in and gets to pretend, for a little while, that he’s where he wants to really be. He discovers from Yuuki that at Lillian they have strawberry flavored milk and begins to obsess about it. When Yuuki gets Yumi to bring some home for Arisu, Arisu goes so far as to kiss him (not quite on the lips) in thanks. But…that’s not the first kiss in the series. Kashiwagi has also kissed Arisu…and Yuuki. Oh yes, he has.

And while all this is going on, Yuuki is at the forefront of a teeny little rebellion that is quietly taking place. Because *everyone* at Hanadera *has* to pick either Genji or Heishi…and Yuuki will not. He steadfastly refuses to choose either a White cover to his student ID or a Red cover. Kashiwagi gets around it by being on both kinds of clubs. But Yuuki refuses to decide – he walks around campus with a Black, uncovered notebook in his pocket. This act is a testament to his strength. And it does not go unnoticed. He waits for a friend in either Heishi or Genji clubs to be able to enter school, but he is already famous in the student body – and a hero among the 1st years. As Book 4 of the series opens, Kobayashi has joined Yuuki in wearing his black notebook openly in his uniform pocket.

Unlike Yumi, Yuuki is a natural leader. Like Yumi, Yuuki is a master manipulator simply by being honest and straightforward. As we suspected, his being President of the Student Council as a 2nd year will be no fluke.

And there we are. I’m about halfway into the 4th book and they do not suck. Really. I’m still reading them. Will I be glad to leave Hanadera to return to Lillian – you betcha. But the Fukuzawa siblings aren’t done, yet and I for one think they still have some surprises up their respective sleeves.

Ratings:

Overall – I’d give the series as a whole a 7, but Book 3 (Wet or Dry?) was an 8 and Book 4 (Jibun no Ouendan) is sort of 5-ish so far because we spend too much time with Andre.

CANAAN Anime, Disk 2 Blu-Ray (English)

December 9th, 2010

Liang Qi says it all along. She says it repeatedly. But since she’s crazy, we don’t really listen.

It’s all about Love.

Cummings loves Liang Qi who loves Alphard. Alphard loved Siam, to her detriment. Yun Yun loves life. Santana loves Hakko and Hakko loves him. Maria loves Canaan and Canaan loves Maria, both the to the extent that they each are a bit blind about the other.

On Disc 2 of CANAAN, we approach a series of climactic moments that fail to actually build to a single climax. Hakko’s tragic story ends in more tragedy, Liang Qi’s story drags on painfully until it ends in pain. Maria, Yun Yun and Canaan escape one horror to walk right into the middle of another.

And, in the middle of that horror and sacrifice, Maria, Yun Yun and Canaan finally come face to face with themselves and don’t shrink away from what they see.

The final battle between Alphard and Canaan is everything a final battle between implacable enemies should be. I.e., on top of a speeding train, crossing a mountain bridge, while a helicopter shoots at them.

Because this is Okazu, and because the first two episodes of Disk 2 establish that Canaan and Maria love (“aishteru”) each other, let’s talk a little about the scene in which Canaan says that Maria is not her “light,” but her “friend.” When I watched this series originally, it seemed awfully like a denial of their feelings. But upon reflection, I have found an interpretation I can live with – Maria had given up the idea of walking by Canaan’s side, but at that moment, Canaan embraces it. Up to that point, her desire was to “protect” Maria. By naming her friend, Canaan has in fact awarded equal status to Maria in her heart.

Mino-san says that, although they can never truly walk side by side, they can be close. It’s true that they can not live side by side in Canaan’s world, nor in Maria’s, but I think it becomes obvious that they are close enough to hold hands across that gap. While not the ending I’d write, it’s good enough for me.

Extras are clean OP/ED and a clip episode, narrated by Mino-san.  Nothing to write home about.

I’ve already touched upon the visuals in my review of Disk 1, but let me reaffirm that this was a really good choice for a BD purchase. The battle scenes make it very worth your while to watch this large.
